Duke Bainum made a name for himself during a legislative career spanning over 12 years, spending four years in the State House of Representatives (1990-94), and 8 full years on the Honolulu City Council (1994-2002), where he chaired the Budget and Transportation committees.
The following are highlights from his public record.
Community
- Established a pilot project to enforce disabled parking violations
- Initiated planning process for the renovation of the Kaimuki business area
- Pushed for the expansion of the Kapahulu Community Center
- Introduced Bill for the establishment of dog parks
- Introduced Resolution calling for the establishment of a permanent World War II memorial in Honolulu
- Supported implementation of a 311 non-emergency number
- Helped secure funding for Moiliili Community Center for new bathrooms on the first floor of the main building and wheelchair access to the administration office
Ethics
- Honored by the American Society for Public Administration for contributions to ethics in public administration
- Supported Resolution urging Legislature to strengthen the State's campaign spending laws regarding loans to candidates
- Supported a Charter amendment to permit the release of City Ethics Commission opinions
- Supported strengthening the City's sexual harassment laws
- Introduced Bill to allow citizens to file suit against others who defraud the City
- Introduced Bill to protect confidential financial information from disclosure
- Supported Bill to require training of the City's management and supervisory staff on the City's standards of ethical conduct
- Introduced Bill to limit the amount of gifts received by City officers and officials, including strengthening the City's standards of ethical conduct
Fiscal Responsibility
- Co-introduced Bill to limit the amount of cost overruns to 5% of an original bid on new construction and 7% on renovations
- Introduced Resolution calling for the establishment of the City's financial goals and objectives
- Supported the elimination of take-home cars for City department and deputy department heads
- As Chair of the Budget Committee, convened a Budget Summit to develop policy for fiscal responsibility and find ways to balance the city's budget with a projected shortfall of $33 million. From the Summit, the City develops its first ever debt and financial policy
- Spearheaded a review of the Handi-Van contractor, including a call for an audit or investigation into its operations
- Introduced Resolution requesting the City develop an outcome-based budgeting system
- Introduced Resolution for an audit of the Department of Housing and Community Development
- Introduced Bill to establish a budget emergency rainy-day fund
- Introduced Bill to establish policy regarding the funding of capital improvement projects
- Opposed Mayor's poorly planned reorganization of City departments and agencies
- Supported the establishment of the Office of the City Auditor
- Introduced Resolution urging Mayor to improve accounts receivable and collections procedures
- Introduced Bill to clarify City policies regarding the granting of public funds to private non-profit organizations
Health/Safety
- Traveled to Florida with other members of the Oahu medical community to provide medical assistance following Hurricane Andrew
- Was the first physician from Oahu to arrive on Kauai following Hurricane Iniki and volunteered medical services to people needing assistance
- Honored by the Hawaii Medical Association as one of its 1992 Legislators of the Year
- Introduced ban on the sale and distribution of ephedrine products
- Strived for tougher drug and alcohol abuse policies for City employees
- Introduced ban on tobacco advertising within school zones
- Supported ban on possession, sale and distribution of GHB
- Supported ban on smoking at the Waikiki Shell
- Introduced ban on alcohol advertising within a school zone
- Introduced Resolution urging State Legislature to support a world-class John A. Burns Medical School with an emphasis on Asian-Pacific healing
- Co-introduced Bill for a smoking ban in restaurants
Visitor Industry
- Established regulations for the use and location of publication racks within the Waikiki Special Design District
- Established regulations for the use of animals in solicitations
- Established regulations for handbilling within the Waikiki Special Design District
- Spearheaded the establishment of a Waikiki park and municipal parking spaces at Seaside Avenue and Aloha Drive
- Introduced and shepherded the creation of the Waikiki Business Improvement District, the first special improvement district in Honolulu
- Introduced Bill to strengthen the regulations regarding peddling on the sidewalks within the Waikiki Special Design District
- Proposed the establishment of a Waikiki Parking Authority to oversee the efficient operation and use of parking areas within the Waikiki Special Design District
- Introduced Resolution to extend the deadline for planned development-resort and planned development-commercial applications for the Waikiki Special Design District
Education
Introduced ban on tobacco advertising within school zones
Introduced a bill prohibiting alcohol advertisements in school zones
Introduced Resolution calling for the establishment of a City/University Advisory Committee to work on shared interests and concerns
Environment
- Co-sponsored a bill to make Waikiki an underwater park or marine life conservation district
- Convened an Energy and Environmental Summit, bringing together state and city government leaders, along with private industry and the community to prepare a blueprint for the state's energy and environmental policy. Extensive legislation resulted from the Energy and Environmental Summit
- Actively supported the dredging of the Ala Wai Canal, the first time since 1978. Continued support through the establishment of the Ala Wai Watershed area and related projects
- Supported the establishment of the Ka Iwi Shoreline Park
- Supported the establishment of the Haiku Valley Nature Preserve
- Supported study of refuse collection and curbside recycling
- Strongly advocated the preservation of Waimea Valley as a resource for the residents of Oahu
- Supported the preservation of Hanauma Bay
Growth/Development
Introduced Bill 51 (1995), which placed a temporary moratorium on construction in the Kahala Mall area
Supported incentives for businesses that create permanent jobs in the City
Supported the adoption of the Waianae Sustainable Communities Plan
Supported the adoption of the North Shore Sustainable Communities Plan
Supported the adoption of the Koolaupoko Sustainable Communities Plan
Supported the adoption of the East Honolulu Sustainable Communities Plan
Supported the adoption of the Koolauloa Sustainable Communities Plan
Supported Aina Haina community in their opposition to locating a cemetery in the valley
Produced a package of housing reforms to take to the 1992 State Legislature in an effort to resolve housing woes in Hawaii
Taxes
- Raised questions regarding allegations that real property tax assessments in Waikiki were improperly calculated
- Opposed Bill 51 (1998), which would change the way property assessments are done and take away a property owner's right to appeal property tax assessments on an annual basis
- Introduced Bill to have all residential properties charged the same real property tax rate
- Convened a real property tax advisory task force
- Introduced Bill to provide greater tax relief to help taxpayers on fixed incomes
- Introduced Bill to maintain tax breaks for farmers
- Supported Bill to spur new commercial construction and renovation projects
Traffic/Transportation
- Supported the development of a Waikiki regional transportation plan
- Worked with Mayor Harris to institute a 3-minute passenger and tour bus loading area on Koa Avenue to alleviate longstanding traffic congestion problems on Koa Avenue. The plan included additional loading zones to allow delivery vehicles to access their
- customers more efficiently
- Helped create Kaimuki/Kapahulu/Waikiki trolley service, bringing people from Waikiki into communities to help local businesses and residents, and establish a direct transportation route between neighboring communities
- Served as Chair and Vice-Chair of the Oahu Metropolitan Planning Organization
- Oversaw the update and completion of the Oahu Regional Transportation Plan which establishes the 25-year long-range transportation master plan for the island of Oahu
- Worked with all levels of elected officials (fed, state, county) and government agencies to ensure the efficient allocation of all federal transportation funds available to Oahu
- Supported the expansion of the Middle Street Transportation Center to include Handi-Van operations
- Initiated a Bill to allow for the creation of a bus pass program for all university-level students
- Supported the establishment of a transit corridor within the Primary Urban Corridor
- Co-introduced Bill to assess impact fees on developers for traffic and roadway improvements in Ewa area
- Introduced Resolution supporting the State's vanpool program
